Allow Players to Rent T9 Horses

Suggestion/Comments: Let players rent/loan T9 horses like we can with T8 horses. With PA giving out horses to all players during this event it has created a huge demand for horse knowledge regarding stats and training. This is good but it would be nice to be able to loan horses to master horse trainers who know how to train up their horses. Additionally, it would allow players with many horses to RP as horse tycoons. This could be fun, I hope PA agrees.
