Your times are wrong, need to fix ASAP! as quests are tied to these NPC's.

Times say 5am, but they didnt arrive until at least near 7:30am

With many of those timed NPC appearances, they don't appear immediately if you are in the area waiting. Try leaving the area (far enough so that those NPCs would not be in your view anywhere), and then returning. This might depend on your settings, gear, server location, etc. a bit. A type of game lag, basically.
But the 5am seems to be wrong. I thought it was 7am.
