You have to buy the other Steps first!
You have to buy Step 1, then Step 2, then Step 3, and then you can buy Step 4!

Look at it as a bundle that they have done. Instead total up the cost of all of them, then subtract 2000 pearls that is the total price of the bundle.
Essentially it's a 50% discount on the 2nd and 3rd bundle. The first one for 10 pearls is worth no matter what.

I've would've brought that bundle if Step 2 and Step 3 wasn't so bad for me. They might've gotten me, if there was something I actually wanted. Like a discount off of some maids. I'm am currently 3 maids away from 100 maids. Like that's how Pearl Abyss could've caught me hook line and sinker. But I guess I wasn't one of their target for this bundle anyways.

No, you will spend 40$ but at get 20$ worth of pearl.. Remember, this is a in-game currency not a real money.
