Well, this would be true for PvP. And they would have to move the AP Brackets way up the scale, startiin at about 301 and ending wherever. However, low and low-mid grindspots would suffer for being grinded as All AP would be lowered and thus Monster AP would suffer as well. That is the reason it need to be redesigned from almost scratch.

Anyone participating in high level pvp has probably noticed by now that with the new additions of Loml crystals and Dahn's gloves had made high evasion targets essentially unkillable for players that are still running ap items. It isnt uncommon to see classes pushing 1300 evasion with 500 dr that can still kill dr glass cannon builds while being nearly unkillable.

Personally I think it feels pretty bad to have to lose a lot of GS swapping to accuracy accessories for the chance of being able to deal reasonable damage in pvp. We need better accuracy options that more players can access without having to spend hundreds of hours grinding for pen lunar or pen dawn accessories.

Personally I would like to see accuracy elixirs or foods more than just upgraded accuracy crystals.

Getting more accuracy should be something you choose to run in your crystals and/or your consumeables in my opinion. Noone should be thinking of swapping to an accuracy accesory in every slot just to be able to compete.

they need to lower %evasionpassives and self buffs by alot.

I wish it was that simple. Thing is PA has to redesign the whole game around that, not just the gear. If you take a good chunk of DR off of Evasion gear, suddenly mobs will One-Shot you. 

Lower the hidden DR on the equipment give it a + monster DR instead. Knowning how BDO things tend to work I'm sure the two types of dr work differently but with a little tweaking I'm sure you can get it to work out to be an essentially PvP only nerf. I do believe the main solution for the power balance of evasion gear is to lower it's hidden DR going full evasion should come at the cost of significant losses to DR, and I believe thats an acceptable solution to even evasion players.

Just cap evasion the same way they cap DR = problem solved. When something capped at 30% vs 90% (i'm sure there is no eva cap at all) its not balance.

The problem isn't just the evasion and dr itself.  The problem is a multifold problem including that.

Problem 1: High evasion means high DR.  This has been discussed already, but basically reaching the levels of accuracy needed (outside a few specific classes) requires you to drop AP to the point that their DR becomes extremely effective as well.  There's 2 easy solutions for this.  

Solution 1: Lower the ammount of DR evasion equipment gives.

Solution 2: Institute a minimum hit rate reduction to the evasion vs accuracy equation. Ergo: you have a mimimum pvp hit chance of (just for example) 25% reguardless of your accuracy or their evasion rate.  DR already has a minimum damage, evasion should too.

Problem 2: Class modifiers.  The worst offending evasion classes take a flat 20% less damage further inflating the effectiveness of DR when compounded with evasion.

Solution: Remove the flat reduction and bring everyone to 100% flat class modifiers where passives and gear dictate the effectiveness of damage and defenses instead of some arbirtrary numbers that never get changed.

Problem 3: High evasion classes are also high damage classes.  The dev's really don't seem to graps the concept of high defense should equal low offense and high offense should equal low defense.  They've made these classes that are nearly imposisble to kill solo able to easily annihilate any other class (except maybe valks).  It blows my mind that they can't see the problem with their design of these classes.  I get they want things to be fun to play, but they need to hard refocus on making classes fun to play against.

Solution: Balance the classes based on their defensive capabilities.  Easy enough. Flattening the AP curve could also help or making ap more effective at higher levels.  Those could have a negative effect on pve though.

Problem 3 is pretty much the biggest issue

Gotta give props to the devs for introducing so many evasion+DR upgrades that benefit only one side.
