Alliance-level war declaration slots (in response to the KR letter on mutual decs)

In response to the Pearl Abyss notice that unilateral declarations will be removed, this creates a major flaw in consensual/mutual GVG scenarios.  On NA nearly every major pvp guild is in an alliance of a 100-player guild and a 50-player guild.  If a large fight breaks out, both guilds need to send declarations to participants so that the whole alliance can fight.  If this fight breaks out on Arsha, we still need to send a declaration so that your force combat flag does not hit alliance members not in your platoon.  In it's current state there are often a shortage of dec slots to properly arrange the fight and often relies on unilateral declarations.  
I feel the most reasonable solution to this are declarations at the alliance-level.  Both guilds participate into one war dec.  Additionally please allow for more total decs than is currently in the game.  Ten or more ideally.  
Outside of the scenario mentioned above, allowing more war decs will allow players to control their open world pvp content.  Likeminded players can form guilds, set up their decs and turn every channel into Arsha for consenting players if they choose.

Can't agree more. Those changes aren't made for the PVP heavy Regions like NA and EU.
The Karma one change is also the wrong step of "fixing" it.

The fixes posted are just a perfect example of too much too fast. It also just kills one of core systems that makes BDO what it is. Actually one of the worst changes I've seen in years from Pearl. 

The above suggestion is a good one, but I am just sincerely hoping the guild war changes stay unique to KR and dont make their way to NA.

I really wish guilds in Alliances acted a bit more like unified guilds. 
Show the war-time alliance tag above player names at all times, 

use alliance-wide war declaration instead of individual guild declaration,

allow item-linking in alliance chat without the whisper-workaround,

allow alliance search results in "guild ranking" menu

And certainly everything you said in your OP; additional war slots will help

I agree, but if not remove unilateral declarations, the newbie gonna suffer because of bullying causing player base shrink. Bear with me to share this example.

  First of all, in the node war, guilds must form alliances to gain player number advantage. However, forming alliances limits the number of members a guild can have, especially the number of low gear score (GS) players (newcomers). This has led to the emergence of guilds specifically dedicated to participating in guild war. The typical perspective of such guilds is that they exclude newcomers, and any players who do not serve the leadership and goals (expanding combat strength, winning stronghold battles) will face discrimination. The primary objective of the management of these guilds, of course, is to win node war. However, because this is their main objective, they often turn a blind eye to bullying, provocation, defamation, verbal abuse, and other forms of hateful behavior, as their primary focus is not to help newcomers or maintain a healthy community, but to gain gs and win. This inaction allows toxic and malicious players (troublemakers) to take advantage.

  To illustrate, as part of the management of the PVX guild, I recently encountered an incident. A discord member was voted out of our Discord due to their defamatory and indirectly provocative behavior. In retaliation, they joined a node war guild, relying on the fact that one of their managers is his good friend. They declared war on the our guild, and then indiscriminately targeted and harassed newcomers and players in our guild and community. (Using battle characters to kill low-level characters and alt characters; using the imbalance of class to insult players; lurking with alt characters in the guild to try to annoy players who are leveling up, as guild members can see which channel other members are in, etc.)

  This severely impacted newbies' gaming experience. Due to unfair treatment, defamation, provocation, and verbal attacks during the game, many players had to leave the guild or the game and developed a negative perception of the game.

  What I want to emphasize is that although PvP is a part of the game, the mechanisms of guilds and node war battles make PvP unfair and riddled with negative issues. This also provides a pathway for toxic and malicious players to exploit, disrupting the gaming experience of many and forcing them to quit. I believe this is just one of many similar incidents, as in my years of playing this game, I have witnessed many similar stories.
