Whether you're on the PVP or PVE side of the fence, try to read this with an open mind and understanding that different people might want a different play experience.
PVP players:
We need to accept that we are in the minority, and the majority of players would like more restrictions on non-consensual PVP.
PVE players:
You must accept that for PVP players, open world PVP is part of what makes the game enjoyable for PVP players. Arsha is great but it's not the solution you think it is - it's great for another purpose.
My proposed solution:

Leave the karma and one-sided war system as it is, or even remove some of the previously added restrictions

Keep 1 arsha server, make 6 servers PVP-enabled with karma
-
Disable PVP on all the other servers, and you can only join them if you have positive karma
This achieves two things:

It allows the majority of players to play the game the way they want to play it without the threat of non-consensual PVP.

It concentrates the people who actually enjoy PVP into fewer servers, increasing the chances of guild wars and PVP encounters (without the full PVP-focus of arsha)
That soloution isnt going to work long term. Eventually pvp players will succumb to the tempting convienience of grinding on pve realms. Pvp as we know it in the game will gradually stagnate due to lack of interest and the remaining pvp players here in BDO will move on. Many many guilds and communities will lose their core members and this game like so many others that seek the solace of casual playerbase money will find itself encountering the same problems as its predecessors. Lack of investment.
When people come to understand they are grinding in circles for hundreds of hours, just so they can grind a slightly harder circle of mobs for hundreds of hours they will leave. The incentive to get better gear for pvp is something that keeps a lot of players going. When pvp dies, they will die with it.

I mean, I'm with you. The current system works fine for me. But if we are going to see changes, I'd like to see a compromise that suits the PVP players a bit more. It doesn't have to be this solution, but what J proposes will be awful. The griefing won't stop for the PVE players, it'll just be a different kind of griefing.
I actually envision a different kind of future waiting. Yea, I think that in the short term there will be some backlash. a lot of people making musa and maewha alts to tag and run through bloodwolves for revenge greifing the absoloute shit out of people.
Eventually I imagine that people will ask for more marni. or the ability to stack concurrent hours. and once that happens the MM will be gone. Itll just be a lobby grinding game with people locked in their iso-cubes. Grinding the rotation they wanted so that in 3 months the number on their character sheet will go up by 2 and they might maybe be able to go into a different instanced prison and grind a different color creature that gives that 12% more silver per hour.

Make an even split, No PvP, PvP w/ Karma, and PvP no Karma. See where people grind at the most, then increase or decrese the used/unused servers accordingly.
