You would still be able to kill not flagged players but with penalties enabled.

Flagged players can kill each other without penalty. For everything else penalties apply. 

But the person would need to go back to the city every time they want to enable and disable the flag. There should be no karma penalties for killing someone that flagged up. It would become a hassle and wouldn't prevent griefing.

Think of flagging up in a city more like joining a pvp faction. Members of that faction can kill each other without penalties. Other players can be killed as well but with penalty.

Griefing is a separate issue but the solution could be the increased respawn time or distance after being killed in pvp

The PvP players may not be the largest part of the community but I think its still a significant part.

These changes wont interfere with the PvE players in a significant manner. In fact I believe the situation will improve because PvP players will get another outlet.

Even if it does not improve it for sure wont get worse for PvE players.

And you dont have to care about PvP but you should care about the game as a whole if you like this game. So if these changes make the game more fun for PvP players without interfering with PvE players wouldnt that help the game as a whole thrive? So maybe people should care about PvP at least a litte bit.

Especially not resurect with Elion tear if killed by another player. If I'm killed while lifeskilling, fishing, gathering or other, I'd like to come back where I was and not have the long way to run.

Same if someone wants to steal my rotation and just kills me, it's legit that I stay where I was if I want to.

That's the purpose of the tears.

And about the karma, why would it decrease if you kill someone consecutively? When players come and harass me, why shouldn't they be punished for it?

Now if you're on a rotation and someone else is coming, that's another case that could be helped by another system, like a flag on the zone you're grinding: you can flag for 1 hour on the zone, so if you kill someone on that zone during this hour of grinding, you don't lose karma.

But for those who come on your rota and kill you, they lose karma, legit. That case is too often forgotten.

Thats why I said applying The respawn changes is optional for normal players. And you could still use your fairy tear.

At the very least I would restrict the usage of a Tear to a limited amount of times.

I dont like the idea of endlessly fighting someone for a spot because he is too stubborn. If 2 people want to continue fighting without walking back they can still start a duel.

This is debatable and may not be needed if people cant come back that often. I dont say there should be no cost at all but I think it would make sense to reduce the cost if killing someone consecutively. As to how much the cost decreases is a balancing issue.
