Precisely because in BDO you can do many things that can impact others, intent is the only thing that differentiate players from griefers.
And as intent is not something described in some guidelines, you need to play to know the situation.

Situation:
Player A is afk riding his horse from Velia to Heidel. Player B knocks him off his horse and just walks away.
Reprecussions:
No game rules have been broken here. Regardless of the INTENT or REASON for the player conducting this behavior it DOES NOT MATTER. There will be no actions against the player regardless of WHY he performed the action.
Situation:
Player A wants a grind spot. He finds player B grinding in a popular rotation. Player A tries to mob feed player B.
Reprecussions:

Stop crying and don't go beyond 49 if you don't want to PvP, that's the answer to the PvE Server request. Both responses are just as stupid.
