Not necessarily, the PA skills aren't the same; 
It's also worth noting that the heals on valk & wizard are different; Valk heals are Percentage based, whereas Wizard heals are Flat amounts of HP. This matters in the context of HP caps in node wars, but both are ultimately useful. It also depends on meta; If you look at the EU Siege meta, you'll see Valkyries everywhere, but here on NA, we're basically all Wizards (for some reason)
valk always has insta pa cast in which she basically doesnt die while casting(and isnt left in super fragile stance like awk caster), and all her heals are protected, one even grants allies super armor. valk also has suction and accu buff.
immobile awk caster lacks options to position properly for unprotected supportive kit application often, especially with battlefield raining zerkers, drakanias and archers and other ranged ccs peppering everything.

| If you are only looking for montages up to a shai you can do it |
You can't decide if a class is good or bad just by watching a montage which is very situational. Of 100 times he dies he will only upload 3 or 4 scenes where he was lucky. veil as a shakybay style.

I didn't said awak wizard is broken, nor did i put a video to win an argument. That video is to show wizard isn't as bad as people make out to be.
In fact, i do believe wizard needs buffs but not damage buff, The reason people keep complaining about wizard the most is cause it dies very fast and has only 1 iframe on 7sec CD and he is just fully SA so he just totally gets melted in SA or get's instant grab from everyclass.
To solve this, the one and only thing wizard needs is rework to 1 skill:
Flow: Magical Evasion: Make it so that this skill is iframe on 2sec CD and SA on CD. Make it so that this skill can cancel any skill so that wizard can escape any danger mid way in animation to avoid been killed. Make it so that this skill can also be used with Shift +W instead of just WW.
Problem Solved! If they don't die very early then they can keep fighting, wizard alreay has good PVP dmg and good heals... Giving Magical Evasion the reworked mention above will greatly boost wizard 1v1 potential and will increase his survivability and more smoother cancels to be much more effective.
