Back when level 50 was set for the minimum PvP level max level was like level 52 then XP slowed drastically.  Prior to that it was set as an automatic thing for leveling beyond level 44.  Lets face it until you are level 61 with a decent amount of gear you are unable to compete in any form of PvP.  Even on Seasonal Arsha at 56 2 players can not possibly hope to kill each other even in full Pen Tuvala gear and the max crystals because the damage modifiers from skills are just not there yet on most classes.  

It is now 6 years later, the tutorial isn't even done until level 60 in my book because most classes are missing key skills until 59 and 60 to even compete in PvP while also missing the Damage Multiplers.  For this reason I think the minimum level to be able to PvP should be set at level 60, until you do the PvP unlock quest your name stays green, but you also will not benefit from AP/DP brackets, and you will be unable to fire cannons, you are unable to be targeted by Red players even on Arsha or by a waring guild,  you will however have access to everything else.

How I envision it works.

At level 56 after you do your Awakening and Succession quest (not available prior) you are then given the option to do the AP/DP Bracket and PvP enabling quest.  Once done nothing changes until you level up to 60 when everything unlocks, brackets, cannon access, and PvP.  IF you have not done the PvP quest you can still do all the quests however your character will have a green name and locked out of cannon/boat firing access, have no AP/DP brackets etc and will not level beyond level 60.999, this will prevent you from being targeted by PvP in any and all forms other than Duels.  

This will make it so that anyone who wants to life skill will have full access to all movement skills.  The inability to access AP/DP brackets and not being able to fire cannons or boat cannons means that a player can't just troll others on in grind spots by not unlocking PvP because they will be ineffective at best at those spots.  This also gives life skill players the option to get +max weight from the skills page without risking PvP.

They should be unable to accept the RBF daily and weekly until they complete that quest.

I dont really think moving the goalpost to 60 is going to make any difference. Its not like anything is going to change for you if you hit lvl 60 instead of 50. Most players will still vaporize you instantly.

Hell, even when people hit 700 gs theyre going to be in for a wild surprise since you still cant finght anyone and win unless you have 950 acc.

Id say just leave it alone. Its true that is is completely useless and stupid, but its also going to be useless and stupid unless you get the quest once you are lvl 700gs with all accuracy accessories, a meta crystal layout, your big boy lightstone set, your 900 hp from logs, your vells and garmoth and a lot of time learning your class and how other classes play

itll take money and time to fix. Id rather them leave it alone and just fix something else instead.

Tbh this suggestion would greatly benifit shais who just want to play music since it's locked to your awakening quest, so im sure there is some other niech things that people could reason for a 10 level difference not being a bad idea. 

Sorry OP, but you totally missed the point of this restriction. 

The problem is not to know when someone would be really easy for pvp (that said, players are not magically jumping from Tuvala Timmy to 700+ min-maxed GS) but to avoid the creation of pvp protected player roaming mid grind spots.

Let's say Centaurus. If one player can grind there with potential owpvp, and another is totally free from this danger, would you find it fair?

Equipment is more important than level in BDO, that's why it would be better to activate pvp once you try to reach a definite GS, and not a level. 

Even more ways to grief people? Yea why not to go a spot and grief everyone since you cant be killed? Why want to destroy BDO so much, isnt J enough?

Level means nothing in the game.

Explain how that would "punish" people under level 60?  The idea actually helps everyone under level 60 protecting them from being killed when they do not even have a posiblity to defend themselves even against Tuvala Timmy let alone a Giga Chad 720.  

That is the reason why I say AP/DP brackets should be locked until then.  Figure out what your AP would be at 249k (max AP for a seasonal) and then subtract the AP you get from the bracket.  Now take off AP until you get down to that total, try and kill Centaurs.  You are in no way going to be efficent. 

This one is really easy if you think about it.  Put all your gear on a level 30 alt, you could have 766GS (actual max in the game with full pen FG).  Now duel someone, you have no modifiers on your skills, you have no hit rate, if the AP/DP brackets were removed it would be even more of a gap.  Yes level matters up until level 60 kinda a lot.  After level 60, level does not matter.
