Revert changes to Escape function

Suggestions/Comments:
Remove the casting time on the Esc -> Escape function. It is often used to escape from dangerous situations in PVE when you get stuck somwehere. However, it is impossible to use it for this purpose now, because you cannot kill the mobs, as you are stuck, and mobs keep hitting you, so the casting is reset constantly.
In Atoraxxion Sycrakea boss room, a party member got stuck under the map, and could not use this function as the boss skills constanlty stopped him. This function is basically useless now for its intended purpose.

Do not revert it. Just change it so can escape when hit by PVE dmg, but PVP dmg should prevent escape like it is right now.
This was overused during pvp, NWs and was rly annoying. Best pvp fix in years.

I'm all right with this, too; the change might have fixed some stuff in PVP, but certainly made things worse in PVE.
