First of all, we would like to thank you and all our Adventurers in North America and Europe for the many opinions and suggestions you've sent to us. Prior to the update, we had a lot of discussions internally about the change as it was likely to be a controversial one.
As informed through the September 6th website notice, we have made many updates to address the problem of one-sided conflicts/harassing in the past such as increasing the silver fee for maintaining a guild war, guild protection systems, etc. to try to find a better balance. However, because such problems continued to persist, we ultimately came to the decision to go through with this update.
But, this isn't to say that this is the end-all. We're going to continue to keep an eye on any emerging situations so we can make improvements and updates as needed.

"The problems continued to persist" - What problems? If people were actually being harassed they can report the player responsible and PA can take appropriate action. Are there 100,000 harassment reports per year or are you just wrongly assuming one-sided decs are harassment? This is an invented problem affecting a small number of people that could be solved by PA actually moderating the game through the reporting system that already exists.
"We had a lot of discussions internally" - And this is how it came out? GMs are the only ones who can accept war decs? No increase to the 6 dec limit for guilds that want to PvP more? No balancing solution to address karma bombing when people take off gear?
You keep telling us to come to these forums as the only place you'll read feedback so we did... the most upvoted post ever, 20 to 1 upvotes in favor of it (where are all the "victims" of this huge "problem" voting? Surely there should be 100k downvotes...), and it causes zero hesitation for you to dismiss it and go ahead with what you wanted to do anyway.
Unfortunate, I guess now everyone will realize that there is no endgame and they're running braindead circles all day so they can someday run different braindead circles.

Where did this game ever claim that is was pvp oriented. It has many elements. Pvp is one
Time to play an actual fun PvE mmo for awhile, the only thing I really ever enjoyed in this game was the open world pvp, but now its almost a singleplayer game, my gear meets most caps in node content/siege content that I do, so I really don't have much reason to log in right now unless somethings going to give me more hp/stamina/special damage.

I don't understand. Open world pvp is still going on. I am seeing deccs, I got flagged last night. I returned a decc because a guild member was being rude. I am simply not seeing a lack of open world pvp.
