Add lvl2 workshops to all major cities

Suggestions/Comments:
Right now, the lvl2 workshops (where workers can produce 5x trade crates) have a very limited availability (Grána, O'draxxia has them; maybe a few more). I do not really see a reason behind limiting these to only such remote locations. Add these lvl workshops to at least the capital cities of each region.
