The majority of wars only last during their grind, if you have fought a guild, you can no longer war the other guild in peace for 1 hour. It was already cancer as a system to take 4 hours was inconceivable

Guild Wars & Marni's Realm System Revamps
  • Changed a war between guilds to require mutual agreement.
    • Even if war is declared, it will not commence unless the opposing guild consents to participate.
    • Guild War will commence immediately after the opposing guild returns the declaration.
    • Changed the guild funds (150,000 Silver) that were previously consumed when declaring war to be no longer expended. And removed the periodic reduction of guild funds during one-sided wars.
    • Removed the 72-hour restriction required to declare war on the same guild again after withdrawing during a war.
      * Changed the war declaration to be canceled when one-sided war declarations are underway, through the Sept 13 (Wed) maintenance.            
    • War-related UI has been changed due to the changes to the guild wars system.

Sadly, the deccs I've deal with lasted for months. Nothing to do with a grind spot. I set the 4 hours as a way to allow someone to complete their grind. Could be 5 hours, or 6. I just don't want them to last for days to months.

This apparently didn't work since we got redecced almost immediately. Secondly, if they put time limits on deccs, I think that cooldowns need to be effective. Perhaps the system is now working. 72 hours is a good start

    Ok, I can see that. It was a way to motivate guilds to accept legitimate and non bullying deccs to stop bad behavior of their guildies.

My intent is a good faith effort from Guild Masters to accept deccs vs rejecting them out of hand. Specifically, I think that guilds SHOULD accept deccs if one of their guild members is overgrinding and messing up someone else's rotation. This isn't a PA move - it's a good faith move by we, the community.
