Suggestions/Comments: Instead of NPC's being the first point of a quest, and some of which you may or may not ever find/run into: make a "signpost" in each town that shows the quests available in an area divided in combat/life/repeatable combat/repeatable life. If you accept it from the signpost you get redirected (by autopath) to the correct NPC. Each major town should have a signpost. Fo seaquests Iliya could function as the quest hub for autopathable quests on the sea.
