These wolves are part of the Ahib Army, but the picture is a bit lighter than the usual scheme of Thornwood Forest.
I will guess for some point crossing the river to Crypt of Resting Thoughts.
I only remember one dual waterfall like that, but there are no wolves, and was a place for a secret meeting (spoil free) in the main quest.

You have the 100% correct, this is from the region of O'dyllia, and that is one of wolves of the Ahib Army.
And if you ever met the stablemaster in O'draxxia, listen to what he firmly tells you that the stable is only for horses! and not for..(grins).
This is not near Thornwood Forest, nor crossing the river to Crypt of Resting thoughts.
