Allow some guild members other than guild master to accept war requests

Since the changes to guild wars, it is sometimes a challenge to set up impromptu guild wars when you need the guild master to be online.
Make it so guild staff and above can also accept war requests so every guild can have up to 5 people who can accept war requests.
