The Oquilla sailing delivery quest requires you to talk to the NPC after accepting the quest to recieve the delivery goods.

The majoirty of delivery quests (such as the sailing ones from Velia) have been updated to provide you with with the delviery item when you accept the quest.

The quest from Si Huram at Oquilla's Eye should be updated so that you cannot accepte quest but forget to spam R a few more times and therefore leave on your sailing trip without recieving the items.
