At the moment on NA tungrad red shard is bottlenecking deboreka's accessories. I'm currently sitting on 21 gazes and the PO filled 1 shard in the past week.

There will always be a bottleneck since it is not profitable to play in places where desired item drops (I mean, it doesn't drop because there is practically no drop in BDO). 

BDO is trash, literally. What's the point of playing in a place where we have 100m per hour when we can play in a place that gives us, for example, 500m per hour from trash. I recently spent an hour in Hystria with 272% drop and how many tungrad necklaces did I get? ZERO. I spent about 150 hours in Aakman (always with a minimum drop rate of 200%) and in total during this time I received about 30-40 of these red shards. That's less than 1 in 3 hours. Red shard price 27,5m max, minus tax so: 17,8m per shard / 3 h = additional 6m per hour. This is pointless.

Yeah, go grind Sycraia for an item that drops in Hystria/Aakman. Maybe next time at least glance at the post contents before you reply?

In EU it's almost impossible to get sycraia black shards from the market. Got 1 in the past 2 weeks and there are about 9k preorders.

They put those shards in the deboreka recipe in order to make them useful and to make them not-sit at min in the market. Now we have the opposite problem lol gj pa

The downvotes on OP are completely undeserved. 

That is using the proper communication channels to speak on the issue. And, it is an issue for any players at this current progression point. The initial objective of these Red and Black Shards in the Deboreka component recipe was to compensate the inequal drop amounts of the Red and Black shards for the respective Tungrad accessories. The objective was to make sure these items (Hys/Aak Red Shard and Sycraia Black Shard) would remain traded on the marketplace, which was definitively when Hystria/Aakman was the meta grind location. The objective has been overachieved and should be reconsidered.

A few solutions that could be considered:
A) It seems apparent to me that the drop rate for the Black and Red Shards should be rebalanced so that they drop in a somewhat equal amount. The discrepency in drop rate does not need to exist anymore; besides, it may have been a oversight from the first designs in Aakman/ Hystria.

B) They should let go of these Gazes, and Jewel of illusion sub-component and convert all the odds into the full accessory drop. Given, they could also do the reverse probabilities where the component is rarer, full accessory more frequent. 

C) They could also reduce the amount of shards needed by 1 of each color instead of 2 of each color as it currently stands. Alleviate some issues. End game grinders might have to revisit Hystria and Sycraia.
