To get straight to the point there are 2 big issues:
1. Good guilds will 'farm' weaker guilds. With no ability to lose there is no fix at all.
As it stands currently there is no 'loss condition', which means guilds who are strong can just go around killing players as much as they like till the node is won, where they will go to another node and do this again to others. Currently its not possible to do this without killing a fort or risking one's own fort being killed, both of these would result in the 'farming' ending. No such measure is in place to counter this. Even if there are rewards for winning in the earlier stages, do the developers really think that these would be enough to stop people from engaging in this behaviour? Look at liberation rewards, despite the incentives almost always guilds opt for liberation rewards to facilitate a better fight over trying to win solo rewards.
2. A maxium of 60 minutes of node war is not enough.
This is just a bad change, and if its somehow meant to mitigate the above then its also a lazy one. The time pressure exists regardless of the node war being 1 hour or 2 hours. Why remove the barriers to entry for node war, then just limit the maximum amount of time that can be spent doing node wars? Part of what was discussed today was a focus on the existing player base, everyone who does node wars at the moment accepts that they are up to 2 hours long and enjoys them as they are, so who is this change for exactly?
Recommendation:
Add this system in addition to node war, perhaps starting 30 minutes after node war has started, to allow the guilds that could not participate in node war that day or guilds that lost very fast a chance at having some pvp that day. In its current format this cannot, and should not replace Node Wars.
Node wars are an integral part of the overall Black Desert Online experience.
Anyone who has ever done them will look back fondly on their time spent in them and with the people they have done them with. There is room for improvement and it is good to see recognition of this but these changes are desperate and half-baked. They will have the opposite effect than intended.

And as someone who did enjoy place forts... Don't remove it, put it more easy, like being able to build while moving, like it was shown. Keep the chart with limits and placed being able to stay open while placing... Better dot maps with limits shown, a revision where red dots are will also help a lot.
