How do I now get the "Tear of the Ocean"?

I was working on upgrading my boat to the Carrack and needed Tear of the Ocean and Moon Scale Plywood. Both of them were quest rewards but are no more.
I know I can barter for the plywood at a small amount. But from what I have read, the tear of the ocean is hard to find.

They changed the quest that you receive it from to an easier one. You need to do the "young" monster quest now instead to get the tear of the ocean.

It is also obtainable by fishing in certain locations but at a rather low rate. Papua Crinea being one of those locations.
