Hey there, (gonna keep it short)

am I missing something or is it often intentional, that some skills are not lockable (but unlearnable so you don't use them on accident / forced to use them)?

Best example I can give is on Awak Maehwa (which I wanted to play more with upcoming changes):

<--- This skill is not lockable, which was the same for Oppression a long time (when it got the "E" hotkey), but it is so important to NOT have it activated in PVP. Maybe it only affects Maehwa, but might be an issue for other classes as well (?). Would be a cool change if all skills become lockable. (since now what you do is unlearning it --> requires Old Moon Book every single time you wanna get rid of it for a moment, it's really cringe to handle)
