Remove CC spam from PvE mobs. Then remove resistance, because this stat only exists to fix the progression to high CC spam from PvE mobs.
I remember that back in Pirate Island the main Scary CC was a slow charging-up skill by a single mob in a pack. Instead, a lot of the cc on mobs is spammable.
Alternative: Make Resistance PvE only. Create a Crystal that gives 80% Resistance for all CC types. By using this method you can completely ignore putting SA on a skill for PvE.
