Currently there is no way I could possibly man all of my ships with sailors even if I did buy all the slots in the Pearl Shop. 

Why not have it so Sailors work like Workers?  You would use CP to acquire Sailor slots in a town much like you do for workers currently.

The medallions people bought in the Pearl Shop would still be worth getting in much the same way that we buy worker slots in pearl shop.  It just saves you CP, making purchases still worthwhile.

Currently you cannot fully utilize the new ship the Panokseon with the sailors you can acquire in the game as you can only get 10 without spending pearls.  You are forcing players to buy  5 slots or even 20(if you use the dwarves) to fully utilize the Panokseon.  This is the main reason I, and many others simply refuse to even make it.  Furthermore like I said, with such limited sailor space, you cannot put sailors on all your boats.  If you are an avid sailor you tend to have more than one carrack.  Some even have 5 carracks that they would like to fully utilize at the same time via alts and such.  I would love to have a carrack at Vell, one at Oquilla's eye,  another at Iliya for bartering, and probably another alt parked on the sea at crocs or LOML.

In summary switching Sailors slots to CP like workers would solve many issues in the sailing community, while still keep the value of the slots obtained through the pearl shop.

Exactly! 5€ for a sailor slot is the most scam thing in the pearl shop, it's crazy

This is totally agreeable, I myself am currently working on making 2 carracks. I just can't force myself to purchase more sailor slots to help with the process.
