how many times i have to change character then change back, swim far from port then summon my ship?

is there any other way not to stuck my ship at the port??

I'm sure its a server isue, your ship getting "desynced" and placed incorrectly  that why he can't move, kinda nothing to see beside crap servers. Only sulotions is switch channel untill you get on proper server or do what OP said. Also its not only velia port, there is multiple spots for that.
