In general I agree with the authors suggestions about the improvements for Drakanias skills. The problem and the options to solve the problems are described very well.
At this point I just want to tell about the issues I figured out for my own, before reading the post, from a mid game player view.
The first problem visible is the lack of damage and lack of range of the Hexeblood form skills. They also feel very slow. The first time I tried to avoid them and learned to build in them only later. Now I enjoy using them but they still don't improve the performance much. I see these options:
1. Make the animations faster, so the damage applies faster.
2. Increase the damage to cover the missing dps.
3. As suggested by the author, change the animations to one hit and change the crit.
4. Important - increase the aoe, at least a bit.
Of course a balanced mixture of the options is possible.
The Dragonblood form is much more usable but stays still slow. A slight fastening would maybe be enough (or slightly increased damage).
Also as mentioned by the author, the cooldown of sundering roar is too high. I often cant use on the end of a combo because of the cooldown and have to evade on an another skill. This issue leads the Drakania/or me to stay stuck at the mob group longer than needed. Also the skill goes in to a very strict direction, mobs on the left and right side stay missing out. Maybe it would be an option, that the roar pulls the nearby mobs a bit together.
I am looking forward to see Drakania being able to compete with other classes in pve again!

ofcourse, If her HexBlood skills had bigger AOE with good crit rate on it, Drak would have been perfectly fine but the AOE of Hex skill are just absured expect for 2 main damaging skills.

Buff the hell out of it for pve nerf the hell out of it for pvp thanks
Classes needs to be buffed/de-buffed in same manner, buff debuff for pve and same for PVP but its more about ballancing between pve and pvp. Imo Drak need to be buffed in PVE, in pvp just to rework few things to ballance it, for example I died many times in Doombringer SA and Iframe, whatever was bug or not I died.
They need to fix classes but based on players feedback, they have testers who can actually test with list of reported issues but seems like they don't have any testers and accidentally they decide to fix something that was reported but not tested? Or we are the free testers and depends of PA if looks into threads and do something or not.
