Put item collection scrolls for $1 each in pearl store with unlimited quantity, and give monthly rewards for buying x amount of pearls like before.

If you are desperate for loot scrolls, grind valencia spots on seasons.  You make on average of 4 loot scrolls an hour minus the one or 2 you spend you come out ahead by 2 or 3 depending.  If you need the map, grind that, if you don't grind any other spot that is not Aakman or Hystria.  The Ancient Weapon Invasions that happens once every 2-3 hours gives you 1,200 time filled stones or 4 loot scrolls after you exchange them with Fughar.

Other than that they have the value pack for a free one every day, they offer loot scrolls from multiple locations.  If this was 2018 still when we didn't even get loot scrolls from VPs I would say you have a point, but right now they literally throw loot scrolls at us.  I run level 2 loot scrolls non stop, and currently have over 2500 loot scrolls.
