Please add Loyalty storage expansion for every city.

Suggestion:
It is wierd that places like Port Epheria are included in the Calpheon Territory storage when looking at the storage slots but not included in the Loyalty expansion.
Currently there is no way to increase Port Epheria storage or any of the LoML storages via Loyalties. Please add a way to expand storages for all the cities via loyalties.

Yes, indeed. It is also strange that Ilya is excluded from Balenos storage.
