I think the Infinite HP and MP Potion are really good Items.
Tho with the increase of Stat such as HP with new Content like (4 Set Effect of Fallen God) as example, or Higher hitting Endgame spots like Yzrahid Highlands i think 275HP every 2 Seconds is not enough anymore and should be buffed.
People are running around with 8000 HP without Buffs, and 275HP dosent seem as good anymore as it was when the Potions came out.

Just playing devil's advocate here - This would serve infinite stamina (Zerk, Nova, Musa, Drak etc) classes the most, since when they f off at 1% HP by pressing a single skill, they will be able to regen way faster than they currently can. (Not that this matters with some of their "no hit healing" along with the % %-based healing).

this doesnt sound like a good idea, some classes are already semi impossible to put down and it would help them the most.

if those classes decide to run away to recover they will do it regardless of pot buff.
Maybe folks will recall the more expensive / more recovery pots that got removed not long ago. The problem there was that folks thought it was unfair to be 'forced' to spend that much to be able to compete.
So - if infinite pots get buffed, everything else has to be too. Not just pots, but all hp recovery scaled to match whatever the buff is. And then other classes' hp pools will need buffing too. And then maybe DR/eva needs changing to 'balance' with the implicit DR equivalent of all the new hp shenaigans. And then...
Are you sure you want PA to get loose in this area? Best leave well enough alone. If you want more survivability, best to do it in more direct terms.
Yes, please! At least 400 per 2 seconds... That's not a huge leap or over-the-top.
I think the problem is that players have too much health and too much mobility. This means that the damage has to be extremely high to chew through the HP pool before the player just walks away and heals to full. The low amount of passive healing at least makes it so that the player is out of combat for a few moments while he heals back up.
