My Queue times are 15 minutes or longer in practice mode. I see others finding games in under one minute. What am I doing wrong?

Your hidden MMR prevent you from playing with others. (read patchnotes before anyone say there is no ranking in practice)

I've noticed that if you've gotten a match and somebody declined, then the game simply doesn't match you for 10+ minutes (even though it should put you in priority que because of it). If you wait for more than 3-5 minutes (on EU, in playable times) un-que and que again, it will make it faster.
