I agree that PA went too far in completely removing one sided deccs. Having said that, if they bring them back, PA must put some constraints to prevent the bullying and harassment from recurring. Having lived with 18 months of a stalker perma deccing my guild I don't want that. I've also been told that I will be hunted down relentlessly until I stay off the mediah servers.

I do not see any insane amounts of overgrinders the way you present it. While getting rekt for whatever reasons by nolifer hardcap red pocket ninjas used to be common occurrence. I certainly do not miss that.
A lot of players are against the original form of open-world PvP because of the toxicity and spontaneity but honestly, that was what made it an exciting and unique experience.
The thrill of knowing that someone will try to gank you or you trying to gank them made grinding an exciting and memorable experience unlike today's boring and monotonous environment.

War of the Roses and Guild League are unable to replicate the thrill, excitement and fun of spontaneous player interactions; it feels forced and artificial. It also doesn't alleviate or attempt to alleviate the issue of "pub-stomping" thus, you have an even worse envrionment for new and veteran players to PvP in. Now, couple that with a very restrictive schedule and number of participants, you end up with two PvP game modes are disliked and unplayed.
