I hate to be bringing bad news but shai is being deleted next week. Nvm, she was already deleted from the game.

Shai's problem is she has no proper awakening weapon. Which means her sets are smaller than everyone elses and as such doesn't work with the one-size-fits-most box.
The lack of an awakening skin means she doesn't present the same costume value as everyone else so she can't be part of the same premium boxes so as not to upset the balance in the value of the pack.
Classic boxes are fine because they don't include the awakening skin. But there's less call for (or less money to be made with) multi-purchase classic packs.
