There are at least 12. I have finished that a couple of times with 7 tokens to spare, and I know I am missing a couple of additional opportunities.

15 total tokens, I "gave" my spare tokens to the black spirit. I can't do any of the mini quests now. I did the MSQ twice already the 3rd time I was only able to get 1 token.
I switched tags and my OCD won't let me have quests uncompleted.

Only one set of tokens for the whole family? That's not what it was a few weeks ago. If that's the case now, yeah, it's a bug. Huh.

Any time I try to do any of the mini quests I see a notification at the top center that says "this quest is already completed".
I thought maybe there was a weekly cooldown so I waited until after the patch and weekly reset to try. This has been like this since the 29th of February.
