Suggestions/Comments:

The Item Collection Increase Gauge is a great feature however the current way to use it is to make it pop up by using a scroll, using Menu -> Adventure -> Item Collection Increase Gauge, or adding the same function to the ring menu when using the GamePad UI. The only way to toggle the level 0-2 now is by unlocking the cursor and clicking on the number you want.
This makes toggling the level of the gauge inconvenient, impossible to use with a Gamepad and hurts overall accessibility of the game as the displayed gauge is already rather small and easy to misclick aswell.
My suggestion is changing the aforementioned menu functions to not just make the Gauge appear but also opening a menu that allows setting the level the player wants to use. Such a menu could then be used with both the mouse and the Gamepad UI and can coexist to the existing way of clicking the level in the Gauge itself.

The options to toggle the Item Collection Increase Gauge and it's levels could then be:
1. Selecting a Scroll from the inventory and clicking the desired level with the cursor (the currently only way).
2. Using the Menu -> Adventure -> Item Collection Increase Gauge (already in the game) and selecting the desired level in a new popup menu.

3. Using the Ring Menu Function "Item Collection Increase Gauge" (also already in the game) and selecting the desired level in the same new popup menu.

you can already set hotkeys, but it doesn't actually open the gauge itself. you still need to manually open the UI for it every time you log into the game, which should be fixed to stay open if you have it open.

That only removes the step of opening the inventory to add time and doesn't change the level used. :)

Unfortunately there are no Hotkeys like that when using the Gamepad Ui. :/
