After checking on garmoth what would be the best setup to maximize AP, have +12 AP set bonus and still be able to use the 200% Z buff for extra attack speed and AP (obviously thats what ppl gonna do, because 200% skill has 30 min CD) - I have concluded that the best set would be 2x Debo Ring, 1x Debo Earring, 1x Tungrad Earring, 1x Tungrad Necklace, 1x Tungrad Belt, 2x Kehelle's Artifact (for extra +20% BSR). Any other setup seems much worse. Either you lose alot of AP or you do not get to have 200% BSR.
This is troubling, because we have been going after PEN debos for quite a while now. Many people already got a set of Necklace, Belt, Earring or even 2 Earrings.
Of course, you can just go full debo and dont bother with BSR, but for Elvia Spots, attack speed would be way more efficient.
Solution:
Make each of the Tungrad Set parts give same ammount of BSR, instead of enforcing the choice of Necklace + Belt for the extra +20% BSR respectivly.
This way you preserve value of Tungrad Rings, Tungrad Earrings and other set pieces.
A +15% BSR increase for each piece of tungrad set would fix the issue.

you lost me there, why do you got elvia if you r done with debos?
Why are you grinding Elvia if you have 3 Debos?
I don't see the issue here. It just seems like you want the accessories altered so that you can use your BiS accessories (Deboreka) while also dipping into Tungrad's for BSR. I think the items and set effect are fine, they're perfect for players who do not want to go down the expensive and painful Deboreka route. The last thing we need is end game players min-maxing and jacking up prices of items.
While I don't really agree with OP's post, some people do like going back to mid-game zones like elvia. Honestly imo there really isn't a point if you already have 3-set because your're losing out on alot of silver at more lucrative spots. But to each their own. Maybe their a cup grinder, who knowsss
