I'm having trouble with the quest in the Inner Harbor of Ancado called "Can You Lend a Hand??"

The NPC is called Kodad.

Kodad claims he'll let you know of something interesting if you could carry out a quick task for him.

The coal cart won't move. Does anyone know if this mission is correct?
