First of all I really like the game; however... Anyway, I've played a lot of MMO's over the years including Lost Ark. Anyway, the NPC's really bug me in that they either don't move there lips while the dialogue is being presented or they're moving there lips long after the dialogue has been delivered. Maybe I'm the only one that is bothered by it, but come on! For being a polished sandbox MMO, this really needs to be worked on.

To be honest - I did not noticed that... I guess I'll have to pay more attention to it the next time I'll pick some quests ;)

...and I think it should be moved to the 'Feedback' section of forum, and if you would observe such - you can try to record it and send over the link to recording via support ticket ('Report Bug' section).
