my Struggle is that im going for C20 Boss Weapons and not for PEN Blackstar or Godr Weapon.
I think there will be more players who are unsure now, if it makes sense to go for C20 Weapons, if they wont be exchangeable to Fallen God weapons later on.
A good Solution for that lack of information is to tell us if it will be possible to exchange C20 Boss Weapons to the new Fallen God Boss Weapon.
I think if that would be possible it would take all the Anxiety from Players who are also going for C20 Boss Weapons.

Pearl Abyss already stated that they hate caphras stone enhancing because it guarantees enhancing kzarka to a point where buying costumes for crons is almost null and void. They want to make sure that for the Fallen God weapons this time only blackstar and godre will be exchangable so that you have to keep buying costumes for crons. Pearl Abyss despises working toward a goal to achieve results they want gambling only.

Yeah I don't think it makes any sense to allow c20 boss weapons to be converted. The value difference is far too high.
I am pretty sure you will be able to use c20 to upgrade to fallen gods weapon and here is why:
When new items are introduced, old items lose value. For example, my PEN Disto earrings were once worth 180 billion silver, but then the new generation of Deboreka came along, devaluing Distos through the 3-piece set effect. The same thing has now happened with Ominous Rings, as the announcement of Deboreka Rings and their 5-piece set effects caused their price to plummet.
This pattern has occurred in the past such as with
- Season Gear: PEN Tuvala vs TET Boss Gear,
- Jettina 100% Safe enhancement: PEN Boss Gear and PEN Accessories,
- free TET Blackstar weapons,
- fallen god armor
- and much more..
Furthermore, when new content is released, the goal is not to exclude players but to involve as many as possible. So why should PA gate the new weapons and content behind PEN Blackstar?
It's evident that they are continually implementing catch-up mechanisms.
The argument about cron stones and buying more costumes doesn't hold either, as the new weapons also require cron stones, whose costs can easily shift to the new ones.
There isn't significant value stabilization with old/new items, so why wouldn't the value of PEN Blackstar weapons decrease to around 100 billion while the price of caphras rises to 3 million+ and boss PEN weapons to around 10 billion? This would balance out.
The roadmap for a new player would then look like this:
PEN Tuvala Weapon -> TET Blackstar Weapon -> PEN Boss Weapon c20 OR PEN Blackstar -> Fallen God Weapon.
I also own PEN Blackstars and was initially concerned that I had essentially wasted my silver, but this argument doesn't hold because the same was true for all equipment items, as seen in the prices of accessories.
