I'd like to ask if the Quturan's Fruit can be used to switch back and forth between the black and white pegasus, or if it is a one time thing?

You can use it to switch in both directions, but the item itself is one time use. So you have to get a new fruit for every switch.

Though it'd be silly to switch back and forth a lot, it's a expensive 100mil fruit!
