Can't start Dark energy that looms over mediah.

I'm playing on my lvl 60 sorc who has already donwe the mq once, and oddly it seems I have to do it again. But in my mission journal if I try to track this quest it takes me to the temple, but the person I'm supposed to talk to doesn't have a quest.
As I said I'm having to redo the mq again for some unknown reason so I don't know if this is why I can't start Dark energy that looms over mediah?
