If you are thinking to reroll with an orb just to get PEN Fairy's Tear, you will not get what you have again without spending over $400.
PEN steps with PEN cheer by itself can cost about that much.

That is incredibly lucky. I know people who spent 100s on their fairy, and people who spent none. As previous comments have said, RNG will be RNG.
In totality, the cost can vary from person to person much like anything in this game! I am glad it costed you minimal. Your fairy is extremely useful especially in spots that require elixir rotations. Good luck on the grind!
