Think about it.  Sure there will be other ways to upgrade to the new weapons but with initially the Main and Awaken that's four and eventually the Off Hand that will be another two for a total of six Pen BS, since they said that would be the easiest way to get new weapons.

Is that even possible?

Most people spent a long, long time to get the best weapon in the game only to have pearl abyss scam anyone who bought costumes to cron the upgrade of a PEN Blackstar over many years and give one away for free.

I think what PA did was EXTREMELY GENEROUS and foolish in my opinion. PEN Blackstar shouldnt be easy to obtain nor should the soverign weapons that come after it. 

Why could PA not give a PEN BS through a quest line like the Magus Arc that gave you a PEN Boss Armor when you completed it?  At least it felt like it was earned.  

Perhaps a the next PEN BS give away will be this way?

slackers will get pity options fasters than new pen bs, at mean time you can gather enchanting mats.
