Carolin's crit buff is used in majority of content nowadays as a mandatory buff both in pvp and pve. Adding it to more cities allows people to buff up in any city of choice and not need to be in Heidel specifically. And extending the duration with scaling energy cost makes it just comfortable so we don't rebuff as much between hours or during breaks in sieges or even if its only 1h but in every city its already better.
