There are roughly 7,000 Pre Orders on Value Packs for the NA servers. While this does not include everyone it may actually include more than the active player base.
Pre-Order don't go away
There are only 2 conditions in which a pre order is removed. Either the player manually removes it or the item is sold. It's likely there are bids remaining from people that placed them 6 months ago or even an entire year. Many of these players may not be active anymore, but their bids will remain for months/years.
It's a good metric for player count
Lets say that again It's a good metric for player count. Potentially MORE precise than any other data you're going to get. While not every player will have a bid on a VP, it does cover the vast majority of players.
Only a few conditions as to why you wouldn't
Can't afford it - Who is in this category? Almost no one. Maybe a brand new player 2 days into the game.
Bid on other items - Has to be another Cash Shop item and those numbers are known and they are low
Don't care - Hardly anyone. Even most spenders will still place a bid on this.
Summary
The amount of Pre Orders on a Value Pack are quite a good indicator of how many people are playing the game. It's a rough estimate, but again It's a good metric for player count. It very likely there are far less than 10,000 active players on NA.

In theory you can get a metric by adding all the pearl items together.
However it also include loot of inactive players, since their orders ain't getting removed if they get inactive.
After the old accounts get deleted, you will going to find the number of active players by adding them together true, but it will be inacurate on the logn run.
Bdo (with the transfer) got an increase in player count. Though they are already started to leave, probably after 2-3 month, it returns back to it's pre-transfer playercount.

That sheet isnt even accurate... I'm missing alot of ppl who're supposed to be in those ranks and they aren't...
So question is where did that info even come from? Cuz it's not 100% playerbase!
Anyhow, on EU the VP preorders exceed 12k and the second VP posting (no idea what the difference is) has almost 2,5k preorders.
I know many of my guildies and myself included have posted VP preorder nearly a year ago and haven't gotten it yet.
I also know plenty of people who posted preorders back then and stopped playing, so there should indeed be some sort of increase, perhaps monthly, so the old preorders will not be in the way of active players!

I will have to disagree with you here. I do not have a preorder up for any pearl items because I will not condone and support pay to win. I am sure I am not alone in this. You have also forgotten to factor in all those players that actually buy their own vp with their own money. Many people are happy to buy the vp and look on it as much like a subscription. If I want a vp I will buy pearls and get it that way too.
