Why are patch notes released so late?

We aren't able to see the patch notes until the servers are live again. Why? They are certainly available. I wind up going to SEA just to have something to do while waiting for maintenance to be over. This is absurd.

Yeah, they mesed it up this week badly. Even the in-game link to today's patch goes nowhere. It's a big patch too. Have to read them on SEA:

There is new content but we can't see what.
