witch 200% black spirit rage not working?

we tried to have our friend cast the 200% spirit rage meteor, but it didnt trigger at all whatever we did.
the black spirit rage was unlocked, we tried the Hotbar and the key combination input and tried to relog and attempt again.
is it currently broken or what are we missing?

Did your friend cast it beforehand? 200% skills have a 30 minute cooldown.

Make sure your friend is in Succesion mode for 200% meteor.
