As,tittle suggests,i would like to be able ato set my game into realtime priority,proccess in task manager as before.It improves my experience in it ,now i have to wait for 30ish seconds and some times more for textures to load when entering towns(felt like it was poorly worded,not english native),and that wasn't an issue year ago we could have high priority on the proccess ,why is that an issue now ?
You can still establish High Priority by inheritance of the launcher, just set priority in the launcher before launch the game itself.
BDO engine hasn't changed over the last year so its ressources consumption hasn't changed either. If you experience decreasing performances it's probably because something in your setup has changed since a year ago.
Case in point, if you run BDO on an HDD, the data files are probably fragmented and you should defrag them, for example.

You do know that Windows 10,does that on its own periodically right ?And yes i am playing it from HDD,and didn't have this issue when i could set priority.And it is frustrating ,when that happens ,since you know, i basically don't restart my PC unless an update requires it,other wise what is the point of owning one PC that is .So it is 24/7 from maintenance to maintenance online and logged,in the game since 70% of it is AFK activities.So while it is in the backgroud i play other games,with priority set ,was no issue for me to tab and play BDO and other games ,togather .I know shocker ,that you can use a PC to play multiple games in the same time,or do other sort of multiple activities on it.

Yeah that doesn't work.Since you know it starts a completely different proccess.So the priority won't magicaly transfer.
