I agree, there is definitely something to this and others have witnessed similar results. However, it still seems pretty odd. For example, whoever did the turn in would have had to be at the location? And even though I was already loaded into the area they where never visible? I suppose I might not know due to the very nature of them being invisible, but this doesn't seem to be the case in other circumstances.
In other words I don't see other players zipping around like a speed hack. Especially in low population areas that are already loaded. This may occur on an initial loading. But in this case I was already fully loaded into the game for a few minutes.
Anyway, if things are really that messed up it's just more reason for only limiting each player to their CP limit. Additional contesting by Latency is the last thing the community needs for this.

At reset...guru alchemy turn in 178. This change must have been recent. I have not seen counts this low, this consistently before. Was this a stealth nerf for lifeskilling?!? When you have grind zones that are PURE 500 mil silver per hour?!? This does not make sense.

I seen this many times since I started playing a few months ago, is not that unsual. If you want I can upload an screen with 166 artisan boxes and 181 master (both cooking).
That NPC limit is there to drive competition among players. Some will buy weight to deliver more boxes in one go. Once my VP runs out I don't think I could turn more than around 15 or so at a time, so if another player with more weight is around I'm out lof luck.
That's why I decided to stick to Master, hardly anyone deliver those on EU (so far at least), I can just log and take my time.

I have witnessed a few occasions of things like 468 Guru. It seems to wildly vary. The real issue though is that to start it's not really necessary for these to be competitive. As many have pointed out people are achieving easily 200M+ silver grinding. And 200 is just meh or below anything they are doing with scrolls today.
These boxes still take a lot of investment and time. Time gathering, cooking, boxing, etc. So the end result even without any competition can be rather poor by today's standards.
It's easy to invest 50B+ into like skilling and even 100B+ to maximize it.

Honestly...anything under 200 per reset is too low. They need to up the min to be at least 200. And in NA, master in the core areas (Heidel, Calpheon and Alta Nova) are usually sold out as well. In Heidel, even professional boxes are sold out. Wanna turn in artisan boxes however...well, that one is always available. That said, there are 3 cities that pretty much always has guru turn ins available and 2 more after the first reset...so it's not like even all the turn ins are being used as it stands now.
