Issue with Norma's tulip event

I tried to turn in the 3 tulips but after clicking complete it never gave me the reward nor did it consume the 3 tulips from my inventory. Now when I talk to her the quest is still available but she acts as if she's still expecting me to give her the tulips. I switched characters and had them bring the tulips but its acting as if I don't have them.
There's a chance my inventory may have been close to full the first time I tried turning this in but I don't recall so. In either case I can't turn in or obtain the rewards for this event.

Did you choose the chat option to hand over the tulips?

Oh? It's been awhile since I played but I don't recall having to go to another area other than the quest window to turn in a quest.
