Can't Use Narchiallan Gear

I never actually paid attention to this gear but I saw the quest under event quest from the black spirit and so I went to go and check it out. I exchanged one my characters awakening weapons (Not a seasonal character), and its says the conditions haven't been met to use this item. I've tried to look for a solution online but I can't find one that wouldn't allow me to wear this gear.
I haven't ever made a seasonal character and I heard that might be one of the things making the item unable to equip.

Are you negative Karma? The only restriction of Narchillia gear is that you have to be positive Karma.

I wonder although it does not seem possible at your character level but have you completed the awakening quest on the character you are trying to equip the weapon?
